The entity has no establishment in the Union but offers services within the Union. For the entities referred to in Article 26(1)(b) of Directive (EU) 2022/2555 this triggers the duty to designate a representative in the Union.

Die Einrichtung hat keine Niederlassung in der Union, bietet aber Dienste innerhalb der Union an. Für die in Artikel 26 Absatz 1 Buchstabe b der Richtlinie (EU) 2022/2555 genannten Einrichtungen löst das die Pflicht aus, einen Vertreter in der Union zu benennen.
