Description (English)
The Regulation limits emissions of fluorinated greenhouse gases and continues the phase-down of hydrofluorocarbons. Four families of duties matter for operators: prevention of emissions and repair of leaks, recurring leak checks and leakage detection systems based on the charge in CO2 equivalent, equipment records, and recovery on servicing and decommissioning by certified personnel. Manufacturers, importers and traders face labelling, quota, trade licensing and reporting duties in addition. The Regulation applies directly in every Member State, entered into force on 11 March 2024, and its application is staggered: Article 12 and Article 17(5) have applied since 1 January 2025, parts of the trade provisions since 3 March 2025, and the Annex IV bans and the use and commissioning bans in Article 13 take effect in steps up to 2035.

Die Verordnung begrenzt Emissionen fluorierter Treibhausgase und führt den Ausstieg aus teilfluorierten Kohlenwasserstoffen fort. Für Betreiber von Anlagen sind vier Pflichtfamilien maßgeblich: Vermeidung von Emissionen und Reparatur von Leckagen, wiederkehrende Dichtheitskontrollen und Leckage-Erkennungssysteme nach der Füllmenge in CO₂-Äquivalent, anlagenbezogene Aufzeichnungen sowie Rückgewinnung bei Wartung und Außerbetriebnahme durch zertifiziertes Personal. Für Hersteller, Einführer und Händler kommen Kennzeichnung, Quoten, Handelslizenzen und Berichterstattung hinzu. Die Verordnung gilt unmittelbar in jedem Mitgliedstaat, ist am 11. März 2024 in Kraft getreten, und ihre Anwendung ist gestaffelt: Artikel 12 und Artikel 17 Absatz 5 gelten seit dem 1. Januar 2025, Teile der Handelsvorschriften seit dem 3. März 2025, und die Verbote des Anhangs IV sowie die Verwendungs- und Inbetriebnahmeverbote des Artikels 13 greifen bis 2035 in Stufen.
