Annex I and Annex II group 1 fluorinated greenhouse gases may be purchased for the installation, servicing, maintenance or repair of the equipment listed in Article 5(2)(a) to (f) and Article 5(3)(a) and (b) only by certified natural persons or by undertakings employing such persons. Sellers may sell or offer these gases, directly or indirectly, only to those buyers. Undertakings without a certificate that do not carry out those activities may still collect, transport and deliver the gases. Non-hermetically sealed equipment charged with these gases may be sold to end users only where it is demonstrated that the installation will be carried out by an undertaking certified under Article 10.

Fluorierte Treibhausgase des Anhangs I und des Anhangs II Gruppe 1 dürfen für Installation, Instandhaltung, Wartung und Reparatur der in Artikel 5 Absatz 2 Buchstaben a bis f und Absatz 3 Buchstaben a und b genannten Einrichtungen nur von zertifizierten natürlichen Personen oder von Unternehmen erworben werden, die solche Personen beschäftigen. Verkäufer dürfen diese Gase direkt oder indirekt ausschließlich diesen Abnehmern verkaufen oder zum Kauf anbieten. Unternehmen ohne Zertifikat, die diese Tätigkeiten nicht ausführen, dürfen die Gase weiterhin sammeln, befördern und liefern. Nicht hermetisch geschlossene, mit diesen Gasen befüllte Einrichtungen dürfen an Endverbraucher nur verkauft werden, wenn nachgewiesen wird, dass die Installation von einem nach Artikel 10 zertifizierten Unternehmen ausgeführt wird.
