A valid licence issued by the Commission must be presented to the customs authorities for the import and export of fluorinated greenhouse gases and of products and equipment containing them; temporary storage and personal effects are exempt. Imported gases are deemed to be virgin gases. Undertakings established in the Union take all necessary measures to ensure that exports of refrigeration equipment, air-conditioning equipment and heat pumps do not infringe import restrictions notified by the importing state under the Protocol. Since 12 March 2025 the export of the foams, technical aerosols and stationary refrigeration, air-conditioning and heat pump equipment listed in Annex IV with a GWP of 1 000 or more is also prohibited; military equipment and goods that may be placed on the Union market under Annex IV are exempt.

Für die Ein- und Ausfuhr fluorierter Treibhausgase sowie von Erzeugnissen und Einrichtungen, die solche Gase enthalten, ist den Zollbehörden eine von der Kommission erteilte gültige Lizenz vorzulegen; ausgenommen sind die vorübergehende Verwahrung und persönliche Gebrauchsgegenstände. Eingeführte Gase gelten als ungebraucht. Unternehmen mit Niederlassung in der Union treffen alle erforderlichen Maßnahmen, damit die Ausfuhr von Kälteanlagen, Klimaanlagen und Wärmepumpen nicht gegen Einfuhrbeschränkungen verstößt, die der Einfuhrstaat nach dem Protokoll gemeldet hat. Seit dem 12. März 2025 ist außerdem die Ausfuhr der in Anhang IV genannten Schäume, technischen Aerosole sowie ortsfesten Kälte- und Klimaanlagen und Wärmepumpen mit einem Treibhauspotenzial von 1 000 oder mehr verboten; ausgenommen sind Militärausrüstung und Waren, die nach Anhang IV in der Union in Verkehr gebracht werden dürfen.
