Producers, importers and exporters that in the previous year produced, imported or exported hydrofluorocarbons in any quantity, or more than one metric tonne or 100 tonnes CO2 equivalent of other fluorinated greenhouse gases, report the prescribed information for each substance to the Commission by 31 March. Undertakings that received quota but placed nothing on the market submit a nil return. The same deadline applies to undertakings that in the previous year placed on the market 10 tonnes CO2 equivalent or more of hydrofluorocarbons, or 100 tonnes CO2 equivalent or more of other fluorinated greenhouse gases, contained in products or equipment – mainly importers of pre-charged equipment, own brands included – and to undertakings that destroyed or reclaimed corresponding quantities, used 1 000 tonnes CO2 equivalent or more as feedstock, received quantities exempted from the quota, or placed on the market or received hydrofluorocarbons for metered dose inhalers. Importers of pre-charged equipment containing 1 000 tonnes CO2 equivalent or more submit a verification report by 30 April. All reporting is done through the F-gas Portal.

Hersteller, Einführer und Ausführer, die im Vorjahr teilfluorierte Kohlenwasserstoffe in beliebiger Menge oder mehr als eine metrische Tonne beziehungsweise 100 Tonnen CO₂-Äquivalent anderer fluorierter Treibhausgase hergestellt, eingeführt oder ausgeführt haben, melden der Kommission bis zum 31. März die vorgeschriebenen Angaben je Stoff. Wer Quoten erhalten, aber nichts in Verkehr gebracht hat, gibt eine Leermeldung ab. Dieselbe Frist gilt für Unternehmen, die im Vorjahr 10 Tonnen CO₂-Äquivalent oder mehr an teilfluorierten Kohlenwasserstoffen oder 100 Tonnen CO₂-Äquivalent oder mehr an anderen fluorierten Treibhausgasen in Erzeugnissen oder Einrichtungen in Verkehr gebracht haben – das trifft vor allem Einführer vorbefüllter Geräte, auch bei Eigenmarken –, und für Unternehmen, die entsprechende Mengen zerstört oder aufgearbeitet haben, die 1 000 Tonnen CO₂-Äquivalent oder mehr als Ausgangsstoff verwendet haben, die von der Quote ausgenommene Mengen erhalten haben oder die teilfluorierte Kohlenwasserstoffe für Dosier-Aerosole in Verkehr gebracht oder erhalten haben. Einführer vorbefüllter Einrichtungen mit 1 000 Tonnen CO₂-Äquivalent oder mehr übermitteln bis zum 30. April einen Prüfbericht. Die Berichterstattung erfolgt vollständig über das F-Gas-Portal.
