Description (English)
The Act — cited as GEG and, since 29 July 2026, officially abbreviated GModG — is the German law implementing the EU rules on the energy performance of buildings. It sets requirements for buildings to be constructed, for existing buildings when they are altered or retrofitted, for the modernisation of heat supply when a heating system is replaced, for heating, cooling and ventilation systems including building automation and energy inspections, and for energy performance certificates and their disclosure on sale and letting. Its official transposition note still names Directive 2010/31/EU and Directives (EU) 2018/844, 2018/2002 and 2018/2001, not the 2024 recast. Three further amendment stages are already adopted but not yet in force: from 1 January 2027, from 1 January 2028 and from 1 January 2030, when every building to be constructed must be a zero-emission building.

Das Gesetz — zitiert als GEG und seit dem 29. Juli 2026 amtlich als GModG abgekürzt — ist das deutsche Gesetz zur Umsetzung des EU-Rechts über die Gesamtenergieeffizienz von Gebäuden. Es stellt Anforderungen an zu errichtende Gebäude, an bestehende Gebäude bei Änderung und Nachrüstung, an die Modernisierung der Wärmeversorgung beim Ersatz einer Heizungsanlage, an Anlagen der Heizungs-, Kühl- und Raumlufttechnik einschließlich Gebäudeautomation und energetischer Inspektion sowie an Energieausweise und deren Offenlegung bei Verkauf und Vermietung. Der amtliche Umsetzungshinweis nennt weiterhin die Richtlinie 2010/31/EU und die Richtlinien (EU) 2018/844, 2018/2002 und 2018/2001, nicht die Neufassung von 2024. Drei weitere Änderungsstufen sind bereits beschlossen, aber noch nicht in Kraft: zum 1. Januar 2027, zum 1. Januar 2028 und zum 1. Januar 2030, ab dem jedes zu errichtende Gebäude ein Nullemissionsgebäude sein muss.
