Description (English)
From 1 January 2030, whoever constructs a building must construct it as a zero-emission building. The previous requirement to comply with Sections 42 to 45 is replaced by the requirement that no carbon dioxide emissions from fossil fuels are caused on the site of the building. The maximum values for total energy demand under Sections 15 and 18 and the structural thermal insulation requirements under Sections 16 and 19 continue unchanged. The exemption for conflicting public-law provisions and the rule on direct electric heating remain; the special rule for zones with a room height above four metres is dropped. The interim step of Section 10a applying from 1 January 2028 to 31 December 2029 — zero-emission buildings only for new public-sector non-residential buildings used by an authority — expires on 1 January 2030. Ab dem 1. Januar 2030 hat, wer ein Gebäude errichtet, es als Nullemissionsgebäude zu errichten. Anstelle der bisherigen Anforderung, die Maßgaben der §§ 42 bis 45 einzuhalten, tritt die Anforderung, dass am Standort des Gebäudes keine Kohlenstoffdioxidemissionen aus fossilen Brennstoffen verursacht werden. Die Höchstwerte für den Gesamtenergiebedarf nach den §§ 15 und 18 und der bauliche Wärmeschutz nach den §§ 16 und 19 gelten unverändert fort. Die Ausnahme für entgegenstehende öffentlich-rechtliche Vorschriften und die Regelung zur Stromdirektheizung bleiben bestehen; die Sonderregelung für Gebäudezonen mit mehr als vier Metern Raumhöhe entfällt. Die zwischen dem 1. Januar 2028 und dem 31. Dezember 2029 geltende Zwischenstufe des § 10a — Nullemissionsgebäude nur für neue Nichtwohngebäude im Eigentum der öffentlichen Hand, die von einer Behörde genutzt werden — läuft mit dem 1.
