Description (English)
The Regulation sets requirements for the entire life cycle of packaging placed on the Union market: substance restrictions, recyclability, minimum recycled content in plastic packaging, compostability, minimisation, reusability, labelling, conformity assessment and documentation, plus targets for re-use and refill, a ban on certain single-use packaging formats and extended producer responsibility. It applies directly in every Member State and needs no transposition. It entered into force on 11 February 2025 but applies only from 12 August 2026, and its substantive requirements are staggered over more than a decade: recyclability performance grades and recycled content from 2030, re-use targets from 2030 with a further stage in 2040, and packaging of performance grade A or B only from 2038. Several of those dates move: they fall on the fixed date or a set number of months after the corresponding delegated or implementing act enters into force, whichever is later.
Description (German)
Die Verordnung regelt den gesamten Lebenszyklus von Verpackungen, die in der Union in Verkehr gebracht werden: Stoffanforderungen, Recyclingfähigkeit, Mindestrezyklatanteil in Kunststoffverpackungen, Kompostierbarkeit, Minimierung, Wiederverwendbarkeit, Kennzeichnung, Konformitätsbewertung und Dokumentation, dazu Ziele für Wiederverwendung und Wiederbefüllung, ein Verbot bestimmter Einwegverpackungsformate und die erweiterte Herstellerverantwortung. Sie gilt unmittelbar in jedem Mitgliedstaat und wird nicht in nationales Recht umgesetzt. In Kraft getreten ist sie am 11. Februar 2025, anzuwenden ist sie aber erst ab dem 12. August 2026; die inhaltlichen Anforderungen sind über mehr als ein Jahrzehnt gestaffelt: Leistungsstufen für die Recyclingfähigkeit und Mindestrezyklatanteil ab 2030, Wiederverwendungsziele ab 2030 mit einer weiteren Stufe 2040, ab 2038 nur noch Verpackungen der Leistungsstufen A oder B. Mehrere dieser Zeitpunkte sind beweglich: Sie treten zum festen Datum oder eine bestimmte Zahl von Monaten nach Inkrafttreten des jeweiligen delegierten Rechtsakts oder Durchführungsrechtsakts ein, je nachdem, welcher Zeitpunkt später liegt.
