Every plastic part of packaging placed on the market must contain, calculated as an average per manufacturing plant and year, at least the following recycled content recovered from post-consumer plastic waste: 30 % for contact-sensitive packaging with PET as the main component, 10 % for contact-sensitive packaging made of other plastics, 30 % for single-use plastic beverage bottles and 35 % for all other plastic packaging (Article 7(1)). The recycled content must come from waste collected and recycled in the Union or, under equivalent standards, in a third country (Article 7(3)). Exemptions include primary packaging of medicinal products, contact-sensitive packaging of medical devices, compostable plastic packaging and dangerous-goods packaging (Article 7(4)), as well as plastic parts below 5 % of total weight (Article 7(5)). Compliance must be demonstrated by manufacturers or importers in the technical packaging information under Annex VII pursuant to Article 7(6).

Jeder Kunststoffanteil einer in Verkehr gebrachten Verpackung muss, berechnet als Durchschnitt je Fertigungsbetrieb und Jahr, mindestens folgenden Rezyklatanteil aus der Verwertung von Verbraucher-Kunststoffabfällen enthalten: 30 % bei kontaktempfindlichen Verpackungen mit PET als Hauptbestandteil, 10 % bei kontaktempfindlichen Verpackungen aus anderen Kunststoffen, 30 % bei Einweggetränkeflaschen aus Kunststoff und 35 % bei allen übrigen Kunststoffverpackungen (Artikel 7 Absatz 1). Der Rezyklatanteil muss aus Abfällen stammen, die in der Union oder unter gleichwertigen Standards in einem Drittland gesammelt und recycelt wurden (Artikel 7 Absatz 3). Ausgenommen sind unter anderem Primärverpackungen von Arzneimitteln, kontaktempfindliche Verpackungen von Medizinprodukten, kompostierbare Kunststoffverpackungen und Gefahrgutverpackungen (Artikel 7 Absatz 4) sowie Kunststoffanteile unter 5 % des Gesamtgewichts (Artikel 7 Absatz 5). Die Einhaltung ist nach Artikel 7 Absatz 6 von Erzeugern oder Importeuren in den technischen Verpackungsinformationen nach Anhang VII nachzuweisen.
