Permeable tea and coffee bags, permeable bags for other beverages, soft single-serve units for tea, coffee or other beverage systems and sticky labels attached to fruit and vegetables must, from 12 February 2028, be compatible with the standard for composting under industrially controlled conditions and, where the Member State so requires, with the standards for home composting (Article 9(1)). Under Article 9(2) Member States may additionally require certain further packaging to be made available on their territory only if compostable — a national option that must be checked per Member State. All other packaging, including packaging made of biodegradable plastic polymers, must from the same date be designed for material recycling under Article 9(3). Compliance must be demonstrated in the technical packaging information under Annex VII pursuant to Article 9(4); Annex III sets out the conditions under which compostable formats may be required at all.

Durchlässige Tee- und Kaffeebeutel, durchlässige Beutel für andere Getränke, bei Gebrauch aufweichende Einzelportionseinheiten für Tee-, Kaffee- oder andere Getränkesysteme und an Obst und Gemüse angebrachte Aufkleber müssen ab dem 12. Februar 2028 mit der Norm für die Kompostierung unter industriell kontrollierten Bedingungen vereinbar sein und, wenn der Mitgliedstaat dies vorschreibt, auch mit den Normen für die Eigenkompostierung (Artikel 9 Absatz 1). Mitgliedstaaten können nach Artikel 9 Absatz 2 zusätzlich vorschreiben, dass bestimmte weitere Verpackungen in ihrem Hoheitsgebiet nur kompostierbar bereitgestellt werden dürfen — das ist ein nationales Wahlrecht und im Kataster je Mitgliedstaat zu prüfen. Alle übrigen Verpackungen, auch solche aus biologisch abbaubaren Kunststoffpolymeren, müssen ab demselben Datum nach Artikel 9 Absatz 3 für das stoffliche Recycling gestaltet sein. Die Einhaltung ist nach Artikel 9 Absatz 4 in den technischen Verpackungsinformationen nach Anhang VII nachzuweisen; Anhang III nennt die Bedingungen, unter denen kompostierbare Formate überhaupt vorgeschrieben werden dürfen.
