Packaging counts as reusable only where it meets all the requirements of Article 11(1): conception for multiple re-use, design for as many rotations as possible, compliance with health, safety and hygiene requirements, emptying without damage, reconditioning capability under Annex VI Part B and preservation of product quality. The requirements apply to packaging placed on the market from 11 February 2025. The minimum number of rotations per packaging format is to be set by the Commission by 12 February 2027 in a delegated act (Article 11(2)). Compliance must be demonstrated in the technical packaging information under Annex VII pursuant to Article 11(3).

Verpackungen gelten nur dann als wiederverwendbar, wenn sie alle Anforderungen des Artikels 11 Absatz 1 erfüllen: Konzeption für mehrfache Wiederverwendung, Auslegung auf möglichst viele Kreislaufdurchgänge, Einhaltung der Anforderungen an Gesundheit, Sicherheit und Hygiene, Entleerbarkeit ohne Beschädigung, Rekonditionierbarkeit nach Anhang VI Teil B sowie Erhalt der Produktqualität. Die Anforderungen gelten für Verpackungen, die ab dem 11. Februar 2025 in Verkehr gebracht werden. Die Mindestzahl der Kreislaufdurchgänge je Verpackungsformat legt die Kommission bis zum 12. Februar 2027 durch delegierten Rechtsakt fest (Artikel 11 Absatz 2). Die Einhaltung ist nach Artikel 11 Absatz 3 in den technischen Verpackungsinformationen nach Anhang VII nachzuweisen.
