From 1 January 2030 the packaging formats listed in Annex V may no longer be placed on the market for the uses set out there. Annex V covers six cases: single-use plastic grouped packaging used at the point of sale to bundle goods; single-use plastic packaging for unprocessed fresh fruit and vegetables under 1.5 kg; single-use plastic packaging for food and beverages filled and consumed on the premises in the HORECA sector; single-use plastic packaging for single portions of condiments, preserves, sauces, coffee creamer, sugar and seasoning in the HORECA sector; single-use packaging for cosmetic, hygiene and toiletry products in the accommodation sector; and very lightweight plastic carrier bags. Member States may exempt micro-enterprises from the restriction in Annex V, point 3 under Article 25(4) where use is technically unavoidable, and may maintain stricter national restrictions until 1 January 2030 (Article 25(2), Article 70(4)). The Commission was to publish guidance on Annex V by 12 February 2027 (Article 25(6)).

Die Mitgliedstaaten können Kleinstunternehmen nach Artikel 25 Absatz 4 von der Beschränkung zu Anhang V Nummer 3 befreien, wenn die Verwendung technisch nicht vermeidbar ist, und bis zum 1. Januar 2030 strengere nationale Beschränkungen beibehalten (Artikel 25 Absatz 2, Artikel 70 Absatz 4). Leitlinien zur Auslegung des Anhangs V sollte die Kommission bis zum 12. Februar 2027 veröffentlichen (Artikel 25 Absatz 6).
