A company that makes reusable packaging available on the territory of a Member State for the first time ensures that a re-use system for that packaging exists there, that it includes an incentive to ensure collection and that it meets the requirements of Annex VI; using systems already in place suffices (Article 26(1)). A company using reusable packaging participates in one or more re-use systems and ensures that those systems meet the requirements of Annex VI Part A (Article 27(1)). Before being offered again to end users, the packaging must be reconditioned under Annex VI Part B — assessment of condition, removal of damaged components, cleaning and washing under the prescribed hygiene conditions, repair and assessment of fitness for use (Article 27(2)). In closed loop systems the packaging must be returned to the collection points approved by the system operator (Article 27(4)). Under Article 27(3) the obligations may be discharged by an appointed third party. Compliance with the system requirements must be described in the technical documentation under Article 26(2).

Wer wiederverwendbare Verpackungen erstmals im Hoheitsgebiet eines Mitgliedstaats bereitstellt, stellt sicher, dass dort ein Wiederverwendungssystem für diese Verpackungen besteht, das einen Anreiz zur Sammlung umfasst und den Anforderungen des Anhangs VI entspricht; die Nutzung bereits bestehender Systeme genügt (Artikel 26 Absatz 1). Wer wiederverwendbare Verpackungen benutzt, beteiligt sich an einem oder mehreren Wiederverwendungssystemen und stellt sicher, dass diese die Anforderungen des Anhangs VI Teil A erfüllen (Artikel 27 Absatz 1). Vor der erneuten Abgabe an Endabnehmer sind die Verpackungen nach Anhang VI Teil B zu rekonditionieren — Zustandsbewertung, Entfernung beschädigter Bestandteile, Reinigung und Waschen unter den vorgeschriebenen Hygienebedingungen, Reparatur und Bewertung der Gebrauchstauglichkeit (Artikel 27 Absatz 2). In geschlossenen Kreislaufsystemen sind die Verpackungen an die vom Systembetreiber genehmigten Sammelstellen zurückzugeben (Artikel 27 Absatz 4). Die Verpflichtungen können nach Artikel 27 Absatz 3 von einem benannten Dritten erfüllt werden. Die Erfüllung der Systemanforderungen ist nach Artikel 26 Absatz 2 in der technischen Dokumentation zu beschreiben.
