From 1 January 2030, at least 40 % of the transport and sales packaging used in the form of pallets, foldable plastic boxes, boxes, trays, plastic crates, intermediate bulk containers, drums, barrels and canisters, as well as pallet wrappings and straps, must be reusable packaging within a re-use system (Article 29(1)). For transport between the operator’s own sites and to linked or partner enterprises (Article 29(2)) and for supplies to other economic operators within the same Member State (Article 29(3)), full re-usability applies instead. For grouped packaging in the form of boxes outside the sales packaging, other than cardboard, a rate of 10 % applies (Article 29(5)). Article 29(4) exempts dangerous-goods packaging, packaging for large machinery, equipment and commodities designed to individual requirements, flexible formats in direct contact with food and feed, and cardboard boxes. Also exempt are economic operators that in a calendar year made available no more than 1 000 kg of packaging and are at the same time micro-enterprises (Article 29(13)); both conditions must be met cumulatively. Member States may grant five-year exemptions under strict conditions (Article 29(14)) and may set higher targets (Article 29(15)). Commission Delegated Decision (EU) 2026/429 exempts operators using pallet wrappings and straps from the requirements of paragraphs 2 and 3; paragraph 1 is unaffected.

Ab dem 1. Januar 2030 müssen mindestens 40 % der verwendeten Transport- und Verkaufsverpackungen in den Formen Paletten, klappbare Kunststoffkisten, Kisten, Schalen, Kunststoffkästen, Großpackmittel, Kübel, Fässer, Kanister sowie Palettenumhüllungen und Umreifungsbänder wiederverwendbare Verpackungen innerhalb eines Wiederverwendungssystems sein (Artikel 29 Absatz 1). Für Beförderungen zwischen eigenen Standorten sowie zu verbundenen oder Partnerunternehmen (Artikel 29 Absatz 2) und für Lieferungen an andere Wirtschaftsakteure innerhalb desselben Mitgliedstaats (Artikel 29 Absatz 3) gilt stattdessen eine hundertprozentige Wiederverwendbarkeit. Für Umverpackungen in Form von Kisten außerhalb der Verkaufsverpackung, ausgenommen Pappe und Karton, gilt eine Quote von 10 % (Artikel 29 Absatz 5). Ausgenommen sind nach Artikel 29 Absatz 4 Gefahrgutverpackungen, Verpackungen für große Maschinen, Ausrüstung und Waren nach individuellen Anforderungen, flexible Formate in direktem Kontakt mit Lebens- und Futtermitteln sowie Kisten aus Pappe oder Karton. Von den Zielen ausgenommen sind ferner Wirtschaftsakteure, die in einem Kalenderjahr höchstens 1 000 kg Verpackungen bereitgestellt haben und zugleich Kleinstunternehmen sind (Artikel 29 Absatz 13); beide Bedingungen müssen kumulativ vorliegen. Mitgliedstaaten können nach Artikel 29 Absatz 14 unter engen Voraussetzungen für fünf Jahre befreien und nach Artikel 29 Absatz 15 höhere Ziele festlegen. Der Delegierte Beschluss (EU) 2026/429 nimmt Wirtschaftsakteure, die Palettenumhüllungen und Umreifungsbänder verwenden, von den Anforderungen der Absätze 2 und 3 aus; Absatz 1 bleibt unberührt.
