Final distributors making alcoholic and non-alcoholic beverages available to consumers in sales packaging ensure, from 1 January 2030, that at least 10 % of those products are made available in reusable packaging within a re-use system; own-brand products must contribute fairly and appropriately (Article 29(6)). Article 29(7) exempts highly perishable beverages, milk and milk products and their substitutes, grapevine products, aromatised wine products, comparable products made from other fruit and vegetables, and spirit drinks under CN heading 2208. Final distributors with a sales area of no more than 100 m² are exempt for the calendar year concerned (Article 29(10)); Member States may exempt sales areas on islands with fewer than 2 000 inhabitants and in sparsely populated municipalities (Article 29(11)) and may allow pools of no more than five final distributors holding together no more than 40 % market share (Article 29(12)).

Endvertreiber, die Verbrauchern alkoholische und nichtalkoholische Getränke in Verkaufsverpackungen bereitstellen, stellen ab dem 1. Endvertreiber mit einer Verkaufsfläche von höchstens 100 m² sind für das betreffende Kalenderjahr befreit (Artikel 29 Absatz 10); Mitgliedstaaten können Verkaufsflächen auf Inseln mit weniger als 2 000 Einwohnern und in dünn besiedelten Gemeinden befreien (Artikel 29 Absatz 11) und die Bildung von Pools aus höchstens fünf Endvertreibern mit zusammen höchstens 40 % Marktanteil gestatten (Artikel 29 Absatz 12).
