From 1 January 2040 economic operators are to endeavour to use at least 70 % of the transport and sales packaging referred to in Article 29(1) in a reusable format within a re-use system (Article 29(1), second subparagraph), at least 25 % of the grouped packaging referred to in Article 29(5) (Article 29(5), second subparagraph) and to make at least 40 % of the beverages referred to in Article 29(6) available in reusable packaging (Article 29(6), second subparagraph). The Regulation expressly frames this stage as a best-efforts duty rather than a binding rate. By 1 January 2034 the Commission is to review under Article 29(19) whether the 2040 targets are achievable on the basis of experience with the 2030 targets.
