Final distributors making beverages available in reusable packaging take back, within the re-use system concerned and at the point of sale, all reusable packaging of the same type, shape and size free of charge and ensure recovery and take-back throughout the distribution chain. Return must be possible at, or in the immediate vicinity of, the place where the packaging is actually handed over. The final distributor pays out the corresponding deposit in full or records the return under the administrative rules of the system so that the deposit can be paid out (Article 29(9)). Under Article 29(11), third subparagraph, the duty also applies to final distributors exempt from the rate as soon as they sell beverages in reusable packaging.

Endvertreiber, die Getränke in wiederverwendbaren Verpackungen bereitstellen, nehmen im Rahmen des jeweiligen Wiederverwendungssystems an der Verkaufsstelle alle wiederverwendbaren Verpackungen der gleichen Art, Form und Größe unentgeltlich zurück und stellen die Verwertung und Rücknahme über die gesamte Vertriebskette sicher. Die Rückgabe muss an dem Ort der tatsächlichen Übergabe oder in dessen unmittelbarer Nähe möglich sein. Der Endvertreiber zahlt das entsprechende Pfand vollständig aus oder zeigt die Rückgabe nach den Verwaltungsregeln des Systems an, damit das Pfand ausgezahlt wird (Artikel 29 Absatz 9). Die Pflicht trifft nach Artikel 29 Absatz 11 Unterabsatz 3 auch Endvertreiber, die von der Quote befreit sind, sobald sie Getränke in wiederverwendbaren Verpackungen verkaufen.
