The company calculates separately for each target the number of equivalent units of reusable and non-reusable packaging used in a calendar year (Article 30(1)) or, for the beverage target, the sales units or volume per Member State (Article 30(2)). The calculation methodology is to be set by the Commission by 30 June 2027 in an implementing act (Article 30(3)). The duty to evidence achievement applies from 1 January 2030 or 18 months after the entry into force of that act, whichever is later (Article 30(4)). The report containing the data on achievement must be submitted to the competent authority for each calendar year within six months of the end of the reporting year; the first reporting year is the calendar year 2030 (Article 31(1) to (3)). The authorities set up electronic systems and define the formats and may request additional information to ensure data reliability (Article 31(4) and (5)). Member States publish the report (Article 31(6)).

Die Berechnungsmethode legt die Kommission bis zum 30. Juni 2027 durch Durchführungsrechtsakt fest (Artikel 30 Absatz 3). Die Nachweispflicht gilt ab dem 1. Januar 2030 oder 18 Monate nach Inkrafttreten dieses Rechtsakts, je nachdem, welcher Zeitpunkt später liegt (Artikel 30 Absatz 4). Der Bericht mit den Daten zur Zielerreichung ist der zuständigen Behörde für jedes Kalenderjahr innerhalb von sechs Monaten nach Ablauf des Berichtsjahres vorzulegen; erstes Berichtsjahr ist das Kalenderjahr 2030 (Artikel 31 Absätze 1 bis 3).
