A company offering the purchase of products through refill informs end users of the types of containers that may be used, the hygiene standards for refill and the end users’ responsibility for safety and health. Those rules must be updated regularly and displayed clearly on the premises or otherwise made available to end users (Article 28(1)). Refill stations must meet the requirements of Annex VI Part C and any further Union requirements for sales through refill (Article 28(2)). Where packaging or containers are offered at refill stations, they may not be provided free of charge if they do not meet the requirements of Annex VI, or they must be provided as part of a deposit and return system (Article 28(3)). Refilling a container brought by the end user may be refused where the communicated rules are not observed, in particular where the container is unhygienic or unsuitable (Article 28(4)).

Wer den Kauf von Produkten durch Wiederbefüllung anbietet, informiert die Endabnehmer über die Arten der verwendbaren Behältnisse, die Hygienenormen für die Wiederbefüllung und die Verantwortung der Endabnehmer für Sicherheit und Gesundheitsschutz. Diese Vorschriften sind regelmäßig zu aktualisieren und in den Räumlichkeiten deutlich anzuzeigen oder den Endabnehmern auf andere Weise zur Verfügung zu stellen (Artikel 28 Absatz 1). Die Wiederbefüllungsstationen müssen die Anforderungen des Anhangs VI Teil C und alle weiteren unionsrechtlichen Anforderungen für den Verkauf durch Wiederbefüllung erfüllen (Artikel 28 Absatz 2). Werden an Wiederbefüllungsstationen Verpackungen oder Behältnisse angeboten, dürfen sie nicht kostenlos bereitgestellt werden, wenn sie die Anforderungen des Anhangs VI nicht erfüllen, oder sie sind als Teil eines Pfand- und Rücknahmesystems bereitzustellen (Artikel 28 Absatz 3). Die Wiederbefüllung eines mitgebrachten Behältnisses darf abgelehnt werden, wenn die mitgeteilten Vorschriften nicht eingehalten werden, insbesondere bei unhygienischen oder ungeeigneten Behältnissen (Artikel 28 Absatz 4).
