Packaging waste managers submit to the competent authorities each year the information on the packaging waste listed in Annex XII, Table 3 through the electronic register referred to in Article 35(1) of Directive 2008/98/EC, with the exception of information on packaging first made available on the territory of a Member State. They also make available each year to the producers — or, where obligations are discharged collectively, to the producer responsibility organisation — all information needed to comply with the information duties under Article 44(10). Where under national law authorities are responsible for organising packaging waste management, Member States may provide for the information to be submitted to those authorities (Article 23).

Verpackungsabfallbewirtschafter übermitteln den zuständigen Behörden jährlich die Informationen über die in Anhang XII Tabelle 3 aufgeführten Verpackungsabfälle über das elektronische Register nach Artikel 35 Absatz 1 der Richtlinie 2008/98/EG; ausgenommen sind Informationen zu Verpackungen, die erstmals im Hoheitsgebiet eines Mitgliedstaats bereitgestellt wurden. Zusätzlich stellen sie jährlich den Herstellern — bei kollektiver Erfüllung der Organisation für Herstellerverantwortung — alle Informationen zur Verfügung, die für die Erfüllung der Informationspflichten nach Artikel 44 Absatz 10 erforderlich sind. Sind nach nationalem Recht Behörden für die Organisation der Bewirtschaftung von Verpackungsabfällen zuständig, können die Mitgliedstaaten vorsehen, dass die Angaben diesen Behörden zu übermitteln sind (Artikel 23).
