The operator offers, at every publicly accessible hydrogen refuelling point it operates, the possibility to refuel on an ad hoc basis and accepts electronic payment through a payment instrument widely used in the Union. At least a card reader or a device with a contactless function able to read payment cards is required; the quick-response code solution allowed at recharging points is not available here. The requirement reaches two groups: for points erected after 13 April 2024 it applies from the moment of erection, for those erected before 13 April 2024 from 14 October 2024. Both groups are covered; they differ only in when the requirement starts to apply. The obligation is therefore assigned to the rule set covering operators of publicly accessible hydrogen refuelling points. The operator may also provide hydrogen refuelling services on a contractual basis and on behalf of other mobility service providers (Article 7(4)). Der Betreiber bietet an jeder von ihm betriebenen öffentlich zugänglichen Wasserstoffzapfstelle die Möglichkeit, punktuell zu betanken, und akzeptiert dafür elektronische Zahlungen über ein in der Union weitverbreitetes Zahlungsinstrument. Verlangt ist mindestens ein Zahlungskartenleser oder ein Gerät mit Kontaktlosfunktion, das zumindest Zahlungskarten lesen kann; die bei Ladepunkten zugelassene QR-Code-Lösung gibt es hier nicht. Die Anforderung trifft zwei Gruppen: Für nach dem 13. April 2024 errichtete Zapfstellen gilt sie ab dem Zeitpunkt der Errichtung, für vor dem 13. April 2024 errichtete ab dem 14. Oktober 2024. Beide Gruppen sind erfasst; sie unterscheiden sich nur im Beginn der Anwendbarkeit. Die Pflicht ist deshalb dem Regelwerk der Betreiber öffentlich zugänglicher Wasserstoffzapfstellen zugeordnet. Der Betreiber darf Wasserstoff-Betankungsdienste auch auf vertraglicher Grundlage und im Namen anderer Mobilitätsdienstleister erbringen (Artikel 7 Absatz 4).
