Annex II point 2.1 lays down the standards for communication between the electric vehicle and the recharging point. The requirement reaches three groups one after the other. Publicly accessible alternating current and direct current recharging points for passenger cars, light commercial vehicles and heavy-duty vehicles erected or refurbished from 8 January 2026 must comply at least with EN ISO 15118-1:2019, -2:2016, -3:2016, -4:2019 and -5:2019 (point 2.1.1). Publicly accessible points of the same kind erected or refurbished from 1 January 2027 must comply at least with EN ISO 15118-20:2022; where they offer automatic authentication and authorisation services such as plug-and-charge, they must comply with both EN ISO 15118-2:2016 and EN ISO 15118-20:2022 (point 2.1.2). Private alternating and direct current points of the same vehicle categories erected or refurbished from 1 January 2027 must comply at least with EN IEC 61851-1:2019 (for charging mode 2) or EN ISO 15118-20:2022 (for charging mode 3 or 4) (point 2.1.3). Point 2.1.3 covers private recharging points, so the rule set of this obligation deliberately does not carry the condition "publicly accessible". It is therefore somewhat wider than points 2.1.1 and 2.1.2 taken on their own, which reach publicly accessible points only; which of the three groups applies follows from the dates and from the public accessibility of the individual point. Anhang II Nummer 2.1 legt die Normen für die Kommunikation zwischen Elektrofahrzeug und Ladepunkt fest. Die Anforderung trifft drei Gruppen nacheinander. Öffentlich zugängliche Wechselstrom- und Gleichstrom-Ladepunkte für Personenkraftwagen, leichte Nutzfahrzeuge und schwere Nutzfahrzeuge, die ab dem 8. Januar 2026 neu errichtet oder instand gesetzt werden, müssen mindestens den Normen EN ISO 15118-1:2019, -2:2016, -3:2016, -4:2019 und -5:2019 entsprechen (Nummer 2.1.1). Öffentlich zugängliche Ladepunkte derselben Art, die ab dem 1. Januar 2027 errichtet oder instand gesetzt werden, müssen mindestens der Norm EN ISO 15118-20:2022 entsprechen; bieten sie automatische Authentifizierungs- und Autorisierungsdienste wie Plug-and-Charge an, müssen sie sowohl der Norm EN ISO 15118-2:2016 als auch der Norm EN ISO 15118-20:2022 entsprechen (Nummer 2.1.2). Private Wechsel- und Gleichstrom-Ladepunkte derselben Fahrzeugklassen, die ab dem 1. Januar 2027 errichtet oder instand gesetzt werden, müssen mindestens der Norm EN IEC 61851-1:2019 (Ladebetriebsart 2) oder der Norm EN ISO 15118-20:2022 (Ladebetriebsart 3 oder 4) entsprechen (Nummer 2.1.3). Weil Nummer 2.1.3 private Ladepunkte erfasst, trägt das Regelwerk dieser Pflicht die Bedingung „öffentlich zugänglich" bewusst nicht. Es ist damit etwas weiter als die Nummern 2.1.1 und 2.1.2 für sich genommen, die nur öffentlich zugängliche Ladepunkte erfassen; welche der drei Gruppen greift, ergibt sich aus den Stichtagen und aus der öffentlichen Zugänglichkeit des einzelnen Ladepunkts.
