Description (English)
Where technical building systems are installed in, replaced in or upgraded in new or existing buildings, they must meet the nationally set system requirements on overall energy performance, proper installation, appropriate sizing, adjustment and control and, where relevant, hydronic balancing; those requirements reach at least the most recent cost-optimal levels. They apply in so far as this is technically, functionally and economically feasible. In detail: new buildings must be equipped with self-regulating devices for the separate regulation of the temperature in each room or, where justified, in a designated heated or cooled zone or, where possible, with a hydronic balancing system; in existing buildings this is required when the heat or cold generator is replaced. Zero-emission non-residential buildings must be equipped with measuring and control devices for monitoring and regulating indoor air quality; in existing non-residential buildings this applies on major renovation. New residential buildings and residential buildings undergoing a major renovation must, from 29 May 2026, be equipped with continuous electronic monitoring, with effective control functionalities for generation, distribution, storage and hydronic balancing, and with the ability to react to external signals; single-family houses undergoing a major renovation may be exempted where installation costs exceed the benefits. Requirements on adequate indoor environmental quality standards must also be met. Compliance option: Member States may set specific system requirements to facilitate the efficient installation and operation of low-temperature heating systems; these only apply to those who choose that route. The Directive is addressed to the Member States; the obligation only binds companies through national transposition law. Its wording requires the Member State to ensure a specific behaviour of building owners and is therefore recorded as a binding obligation of the owner. Werden gebäudetechnische Systeme in neue oder bestehende Gebäude eingebaut, ersetzt oder modernisiert, müssen sie die national festgelegten Systemanforderungen zur Gesamtenergieeffizienz, zur ordnungsgemäßen Installation, zur angemessenen Dimensionierung, Einstellung und Überwachung und gegebenenfalls zum hydraulischen Abgleich einhalten; diese Anforderungen erreichen mindestens die aktuellsten kostenoptimalen Niveaus. Die Anforderungen gelten, soweit das technisch, funktionell und wirtschaftlich realisierbar ist. Dazu gehören im Einzelnen: neue Gebäude sind mit selbstregulierenden Einrichtungen zur separaten Regelung der Temperatur in jedem Raum oder, sofern gerechtfertigt, in einem bestimmten beheizten oder gekühlten Bereich oder, sofern möglich, mit einem hydraulischen Abgleichssystem auszustatten; in bestehenden Gebäuden ist das beim Austausch des Wärme- oder Kälteerzeugers vorgeschrieben. Nullemissionsnichtwohngebäude sind mit Mess- und Kontrollvorrichtungen zur Überwachung und Regelung der Raumluftqualität auszustatten; in bestehenden Nichtwohngebäuden gilt das bei größerer Renovierung. Neue Wohngebäude und Wohngebäude in größerer Renovierung sind ab dem 29. Mai 2026 mit einer kontinuierlichen elektronischen Überwachungsfunktion, mit wirksamen Steuerungsfunktionen für Erzeugung, Verteilung, Speicherung und hydraulischen Abgleich und mit der Fähigkeit auszustatten, auf externe Signale zu reagieren; Einfamilienhäuser in größerer Renovierung können ausgenommen werden, wenn die Installationskosten die Vorteile übersteigen. Außerdem sind Anforderungen an angemessene Standards der Raumklimaqualität einzuhalten. Erfüllungsoption: Die Mitgliedstaaten können spezifische Systemanforderungen festlegen, um die effiziente Installation und den Betrieb von Niedertemperaturheizungsanlagen zu erleichtern; diese gelten nur für den, der diesen Weg wählt. Die Richtlinie richtet sich an die Mitgliedstaaten; die Pflicht wirkt gegenüber Unternehmen erst über das nationale Umsetzungsrecht. Der Wortlaut verlangt vom Mitgliedstaat, ein bestimmtes Verhalten der Gebäudeeigentümer sicherzustellen, und ist deshalb als verbindliche Pflicht des Eigentümers erfasst.
