Suitable solar energy installations must be installed on all new residential buildings and on all new covered car parks physically adjacent to buildings, where technically suitable and economically and functionally feasible. Member States must ensure this by 31 December 2029. Member States set national criteria for practical implementation and possible exemptions for certain building types and may use the ground floor area instead of the useful floor area. The Directive is addressed to the Member States; the obligation only binds companies through national transposition law. Its wording requires the Member State to ensure a specific behaviour of building owners and is therefore recorded as a binding obligation of the owner.

Auf allen neuen Wohngebäuden und auf allen neuen überdachten Parkplätzen, die physisch an Gebäude angrenzen, sind geeignete Solarenergieanlagen zu errichten, soweit das technisch geeignet sowie wirtschaftlich und funktional realisierbar ist. Die Mitgliedstaaten haben das bis zum 31. Dezember 2029 sicherzustellen. Die Richtlinie richtet sich an die Mitgliedstaaten; die Pflicht wirkt gegenüber Unternehmen erst über das nationale Umsetzungsrecht. Der Wortlaut verlangt vom Mitgliedstaat, ein bestimmtes Verhalten der Gebäudeeigentümer sicherzustellen, und ist deshalb als verbindliche Pflicht des Eigentümers erfasst.
