From 1 January 2027 the thresholds fall and the technical requirement changes. Anyone constructing a residential building with more than three parking spaces inside the building or more than three adjacent parking spaces, or subjecting such an existing residential building to a major renovation covering the car park or the electrical infrastructure, must ensure that at least 50 per cent of each of the accessible and non-accessible parking spaces are fitted with pre-cabling and the remaining such parking spaces with ducting infrastructure. Pre-cabling is deemed to be implemented where a connectable end point is present at the parking space to which the connecting line to a recharging device can be connected without further electrical work; empty conduits or a mere collective installation are not sufficient. Ducting infrastructure and pre-cabling must be dimensioned so that the prescribed number of recharging points can be used simultaneously and efficiently; for parking spaces that are not publicly accessible a load management system must be taken into account. The cost threshold above which the duty does not apply on a major renovation rises to 10 per cent, and exemptions are added for isolated micro-grids and for buildings serving national and alliance defence. For projects whose building application was made by the end of 31 December 2026, the previous requirements continue to apply. The recharging point to be installed in addition when such a residential building is constructed is recorded as a separate obligation.

Wer ein Wohngebäude mit mehr als drei Stellplätzen innerhalb des Gebäudes oder mit mehr als drei angrenzenden Stellplätzen errichtet oder ein solches bestehendes Wohngebäude einer größeren Renovierung unterzieht, die den Parkplatz oder die elektrische Infrastruktur umfasst, hat dafür zu sorgen, dass mindestens jeweils 50 Prozent der barrierefreien und nicht-barrierefreien Stellplätze mit Vorverkabelung und die übrigen dieser Stellplätze mit Leitungsinfrastruktur ausgestattet werden. Die Vorverkabelung gilt als umgesetzt, wenn am Stellplatz ein anschlussfähiger Endpunkt vorhanden ist, an den die Verbindungsleitung zu einer Ladeeinrichtung ohne weitere Elektroarbeiten angeschlossen werden kann; Leerrohre oder eine reine Sammelinstallation genügen nicht. Leitungsinfrastruktur und Vorverkabelung müssen so dimensioniert sein, dass die vorgeschriebene Zahl von Ladepunkten gleichzeitig und effizient genutzt werden kann; bei nicht öffentlich zugänglichen Stellplätzen ist ein Lademanagementsystem zu berücksichtigen. Die Kostenschwelle, ab der die Pflicht bei einer größeren Renovierung entfällt, steigt auf 10 Prozent; hinzu kommen Ausnahmen für isolierte Kleinstnetze und für Gebäude der Landes- und Bündnisverteidigung. Für Vorhaben, deren Bauantrag bis zum Ablauf des 31. Dezember 2026 gestellt wurde, gelten die bisherigen Anforderungen weiter. Den Ladepunkt, der bei der Errichtung eines solchen Wohngebäudes zusätzlich zu errichten ist, erfasst eine eigene Pflicht.
