From 1 January 2027 the duty is graduated by quota. Anyone constructing a non-residential building with more than five parking spaces inside the building or more than five adjacent parking spaces, or subjecting such an existing non-residential building to a major renovation covering the car park or the electrical infrastructure, must install at least one recharging point for every fifth parking space; for buildings predominantly used for administrative, communication and organisational tasks, at least one recharging point for every second parking space. Where the parking spaces are publicly accessible, the owner may instead ensure the installation of publicly accessible recharging points whose total recharging power corresponds to at least the number of publicly accessible parking spaces multiplied by 2.2 kilowatts. An owner of several non-residential buildings may install the total number of recharging points together on one or more of the owner's properties. A recharging point installed or replaced from 1 January 2027 must allow smart recharging.

Wer ein Nichtwohngebäude mit mehr als fünf Stellplätzen innerhalb des Gebäudes oder mit mehr als fünf angrenzenden Stellplätzen errichtet oder ein solches bestehendes Nichtwohngebäude einer größeren Renovierung unterzieht, die den Parkplatz oder die elektrische Infrastruktur umfasst, hat mindestens einen Ladepunkt für jeden fünften Stellplatz zu errichten; bei Gebäuden, die überwiegend für Verwaltungs-, Kommunikations- und Organisationsaufgaben genutzt werden, mindestens einen Ladepunkt für jeden zweiten Stellplatz. Sind die Stellplätze öffentlich zugänglich, kann der Eigentümer die Pflicht auch durch Errichtung öffentlich zugänglicher Ladepunkte erfüllen, deren Ladeleistung insgesamt mindestens der Zahl der öffentlich zugänglichen Stellplätze multipliziert mit 2,2 Kilowatt entspricht. Ein Eigentümer mehrerer Nichtwohngebäude kann die Gesamtzahl der Ladepunkte gebündelt in einer oder mehreren seiner Liegenschaften errichten. Ein ab dem 1. Januar 2027 errichteter oder ersetzter Ladepunkt muss intelligentes Laden ermöglichen.
