From 1 January 2027 the owner of every non-residential building with more than 20 parking spaces inside the building, and of every such building with more than 20 parking spaces adjacent to it, must ensure that one recharging point is installed per ten parking spaces, or that at least 50 per cent of each of the accessible and non-accessible parking spaces are fitted with ducting infrastructure. For non-residential buildings in public ownership used by a public authority, at least 50 per cent of each of the accessible and non-accessible parking spaces must instead be fitted with pre-cabling from 1 January 2033. The cross-property option is retained in section 10(3); in addition, where the parking spaces are publicly accessible, the duty may be discharged by installing publicly accessible recharging points whose total recharging power corresponds to at least the number of publicly accessible parking spaces multiplied by 1.1 kilowatts (section 10(4)). Under the transitional rule in section 16(2), section 10 does not apply until the end of 1 January 2029 to a non-residential building whose owner implemented the previous section 10(1) between 27 May 2022 and the end of 27 May 2024.

Ab dem 01.01.2027 hat der Eigentümer jedes Nichtwohngebäudes mit mehr als 20 Stellplätzen innerhalb des Gebäudes und jedes solchen Gebäudes mit mehr als 20 angrenzenden Stellplätzen dafür zu sorgen, dass ein Ladepunkt je zehntem Stellplatz errichtet wird oder mindestens jeweils 50 Prozent der barrierefreien und nicht-barrierefreien Stellplätze mit Leitungsinfrastruktur ausgestattet werden. Bei Nichtwohngebäuden im Eigentum der öffentlichen Hand, die von einer Behörde genutzt werden, sind stattdessen ab dem 01.01.2033 mindestens jeweils 50 Prozent der barrierefreien und nicht-barrierefreien Stellplätze mit einer Vorverkabelung auszustatten. Die Liegenschaftslösung bleibt in § 10 Absatz 3 erhalten; zusätzlich kann die Pflicht bei öffentlich zugänglichen Stellplätzen durch Errichtung öffentlich zugänglicher Ladepunkte erfüllt werden, deren Ladeleistung insgesamt mindestens der Zahl der öffentlich zugänglichen Stellplätze multipliziert mit 1,1 Kilowatt entspricht (§ 10 Absatz 4). Nach der Übergangsregelung des § 16 Absatz 2 ist § 10 bis zum Ablauf des 01.01.2029 nicht auf ein Nichtwohngebäude anzuwenden, dessen Eigentümer die bisherige Anforderung des § 10 Absatz 1 im Zeitraum vom 27.05.2022 bis zum Ablauf des 27.05.2024 umgesetzt hat.
