Once aware of an actively exploited vulnerability or a severe incident, the manufacturer informs the affected users, and where appropriate all users, of the issue and of any mitigating and corrective measures they can take, where relevant in a machine-readable format.

Nachdem der Hersteller Kenntnis von einer aktiv ausgenutzten Schwachstelle oder einem schwerwiegenden Sicherheitsvorfall erlangt hat, informiert er die betroffenen und gegebenenfalls alle Nutzer des Produkts darüber und, soweit erforderlich, über Risikominderungs- und Korrekturmaßnahmen, die sie selbst ergreifen können — gegebenenfalls in einem strukturierten, maschinenlesbar auswertbaren Format. Versäumt der Hersteller die rechtzeitige Unterrichtung, können die als Koordinatoren benannten CSIRT die Information selbst an die Nutzer geben. Die Verordnung nennt für diese Unterrichtung keine eigene Frist; maßgeblich ist die Rechtzeitigkeit. Die Pflicht ist von der Behördenmeldung nach Artikel 14 Absätze 1 und 3 zu trennen, weil sie einen anderen Adressaten hat.
