For an important product of class II under Annex III, internal control (module A) is never available. The manufacturer must demonstrate conformity through EU type-examination (module B) followed by conformity to type based on internal production control (module C), through a full quality assurance assessment (module H), or, where available and applicable, through a European cybersecurity certification scheme under Article 27(9) at assurance level at least "medium". Class II covers hypervisors and container runtime systems, firewalls, intrusion detection and prevention systems, and tamper-resistant microprocessors and microcontrollers.

Klasse II umfasst nach Anhang III Hypervisoren und Container-Runtime-Systeme (Nummer 1), Firewalls, Intrusion-Detection-Systeme und Intrusion-Prevention-Systeme (Nummer 2) sowie manipulationssichere Mikroprozessoren und Mikrocontroller (Nummern 3 und 4). Wer Firewalls oder IDS/IPS herstellt, braucht damit in jedem Fall eine notifizierte Stelle oder ein Zertifikat — anders als bei Klasse I hilft auch die vollständige Anwendung harmonisierter Normen nicht aus dem Verfahren heraus.
