Description (English)
The Directive sets a common framework for energy efficiency measures in the Union. It binds Member States to a 2030 target for final and primary energy consumption, gives the public sector a leading role, and lays down company-level requirements: an energy management system for companies consuming more than 85 TJ per year, a four-yearly energy audit with an action plan for companies above 10 TJ, annual publication of energy performance data for data centres of at least 500 kW of IT power, energy-efficient public procurement, cost-benefit analyses for new or substantially refurbished installations, and efficiency requirements for district heating systems and network operators. It is a directive: it binds the Member States, and reaches companies only through national transposing law, which had to be in force by 11 October 2025. It replaces Directive 2012/27/EU with effect from 12 October 2025.

Die Richtlinie schafft einen gemeinsamen Rahmen für Maßnahmen zur Energieeffizienz in der Union. Sie bindet die Mitgliedstaaten an ein Ziel für 2030 beim End- und Primärenergieverbrauch, weist dem öffentlichen Sektor eine Vorbildfunktion zu und enthält Anforderungen auf Unternehmensebene: ein Energiemanagementsystem für Unternehmen mit mehr als 85 TJ Jahresverbrauch, ein Energieaudit im Vierjahresrhythmus mit Aktionsplan für Unternehmen über 10 TJ, die jährliche Veröffentlichung von Effizienzangaben für Rechenzentren ab 500 kW IT-Leistung, energieeffiziente Vergabe, Kosten-Nutzen-Analysen bei neuen oder erheblich modernisierten Anlagen sowie Effizienzanforderungen an Fernwärmesysteme und Netzbetreiber. Sie ist eine Richtlinie: Sie bindet die Mitgliedstaaten und wirkt gegenüber Unternehmen erst über das nationale Umsetzungsrecht, das bis zum 11. Oktober 2025 in Kraft zu setzen war. Sie ersetzt die Richtlinie 2012/27/EU mit Wirkung vom 12. Oktober 2025.
