The transmission or distribution system operator monitors and quantifies the total volume of network losses and, where technically and financially feasible, optimises the networks and improves network efficiency. It reports those measures and the energy savings expected from the reduction of network losses to the national energy regulatory authority. It also assesses energy efficiency improvement measures for its existing gas or electricity networks and improves the energy efficiency in the design and operation of the infrastructure, in particular as regards the roll-out of smart grids. The Directive is formally addressed to the Member States; the obligation recorded here reaches the company only through national transposing law, which had to be in force by 11 October 2025.

Der Übertragungs-, Fernleitungs- oder Verteilernetzbetreiber überwacht und quantifiziert den Gesamtumfang der Netzverluste und optimiert, soweit technisch und finanziell durchführbar, die Netze und verbessert die Netzeffizienz. Er meldet diese Maßnahmen und die durch die Verringerung der Netzverluste erwarteten Energieeinsparungen der nationalen Energieregulierungsbehörde. Außerdem bewertet er Maßnahmen zur Energieeffizienzverbesserung an den bestehenden Gas- und Stromnetzen und verbessert die Energieeffizienz von Auslegung und Betrieb der Infrastruktur, insbesondere beim Ausbau intelligenter Netze. Die Richtlinie richtet sich förmlich an die Mitgliedstaaten; die hier erfasste Pflicht trifft das Unternehmen erst über das nationale Umsetzungsrecht, das bis zum 11. Oktober 2025 in Kraft zu setzen war.
