The electricity transmission or distribution system operator must comply with Annex XIV. Annex XIV requires three things of it: to establish and make public its standard rules on the bearing and sharing of the costs of technical adaptations — grid connections, reinforcement of existing networks and installation of new networks, improved network operation, non-discriminatory application of network codes; to provide new producers of electricity from high-efficiency cogeneration seeking a grid connection with a comprehensive estimate of connection costs, a timetable for receiving and processing the connection request and an indicative timetable for the connection, the overall procedure not exceeding 24 months; and to provide standardised and simplified procedures for connecting distributed cogeneration producers. The standard rules must be based on objective, transparent and non-discriminatory criteria. This obligation is recorded separately from the monitoring and reporting of network losses under Article 27(3) because it calls for a different act and addresses different counterparties. The Directive is formally addressed to the Member States; the obligation recorded here reaches the company only through national transposing law, which had to be in force by 11 October 2025.

Anhang XIV verpflichtet ihn zu dreierlei: die Standardregeln für die Übernahme und Teilung der Kosten technischer Anpassungen — Netzanschlüsse, Ausbau bestehender und Einrichtung neuer Netze, verbesserter Netzbetrieb, diskriminierungsfreie Anwendung der Netzkodizes — aufzustellen und zu veröffentlichen; neuen Erzeugern von Strom aus hocheffizienter KWK, die einen Netzanschluss wünschen, einen umfassenden Kostenvoranschlag, einen Zeitplan für Entgegennahme und Bearbeitung des Antrags und einen Richtzeitplan für den Anschluss bereitzustellen, wobei das Gesamtverfahren 24 Monate nicht übersteigen sollte; und standardisierte, vereinfachte Verfahren für den Anschluss dezentraler KWK-Erzeuger bereitzustellen. Die Standardregeln müssen sich auf objektive, transparente und nichtdiskriminierende Kriterien stützen. Diese Pflicht ist von der Überwachung und Meldung der Netzverluste nach Artikel 27 Absatz 3 getrennt erfasst, weil sie eine andere Handlung verlangt und sich an andere Adressaten richtet. Die Richtlinie richtet sich förmlich an die Mitgliedstaaten; die hier erfasste Pflicht trifft das Unternehmen erst über das nationale Umsetzungsrecht, das bis zum 11. Oktober 2025 in Kraft zu setzen war.
