When awarding service contracts that are significant in terms of energy consumption, the contracting authority or entity assesses whether it is feasible to conclude long-term energy performance contracts that deliver long-term energy savings. The assessment arises in every such award procedure. The Directive is formally addressed to the Member States; the obligation recorded here reaches the company only through national transposing law, which had to be in force by 11 October 2025.
