A data centre that started or starts operation before 1 July 2026 must be built and operated so as to achieve a power usage effectiveness of 1.5 or below from 1 July 2027. Power usage effectiveness is defined in Section 3 as the ratio of the annual energy demand of the entire data centre to the energy demand of the information technology, within the meaning of DIN EN 50600-4-2. This is the first of two steps; from 1 July 2030 the stricter value of 1.3 applies and is recorded as a separate obligation.

Die Energieverbrauchseffektivität ist nach § 3 das Verhältnis des jährlichen Energiebedarfs des gesamten Rechenzentrums zum Energiebedarf der Informationstechnik im Sinne der DIN EN 50600-4-2. Dies ist die erste von zwei Stufen; ab dem 1. Juli 2030 gilt der strengere Wert von 1,3, der als eigene Pflicht geführt wird.
