Where the dealer displays covered products, it attaches the labels clearly visibly at the places provided for by the directive under Annex 1 or the regulations under Annex 2 Section 1(1); the labels must not be covered by other information, print or notices (section 4(4)). The duty follows from the labelling duty in section 3(1) for products offered or displayed to end users at the point of sale. Exception: electric lamps under Annex 2 Section 1(1) point 7 placed on the market as individual products, and light sources under point 17 that are not contained in a surrounding product, may be displayed by the dealer where the supplier has provided them with the label required under section 4b(1) point 4 (section 4(5)). There is no labelling duty for products whose production ceased before the labelling duty began (section 3(2)) and for built-in or installed products, unless Annex 1 or a regulation under Annex 2 provides otherwise (section 3(4)).

Ausnahme: Elektrische Lampen nach Anlage 2 Abschnitt 1 Absatz 1 Nummer 7, die als Einzelprodukt in Verkehr gebracht werden, und Lichtquellen nach Nummer 17, die sich nicht in einem sie umgebenden Produkt befinden, darf der Händler ausstellen, wenn der Lieferant sie mit dem nach § 4b Absatz 1 Nummer 4 erforderlichen Etikett versehen hat (§ 4 Absatz 5). Keine Kennzeichnungspflicht besteht bei Produkten, deren Herstellung vor dem Beginn der Kennzeichnungspflicht eingestellt wurde (§ 3 Absatz 2), und bei eingebauten oder installierten Produkten, soweit Anlage 1 oder eine Verordnung nach Anlage 2 das nicht anders bestimmt (§ 3 Absatz 4).
